| Background
After
more than two decades of reform, China has experienced
a series of transitions in economy. During this
transitional period,its economy moved from centralized
governmental plan to market economy. China's
economic reform policy helped the economy develop
from an agrarian economy to a semi-open industrialized
economy. This led her through the transition
from traditional economy to modern economy.
With the support of the renowned Chinese and
German scholars, sociologist Prof.Dr. Fei, Hsiao-Tung,
Academician Zuo Tieyong, the Chinese Academy
Engineering and Prof. Dr. Juergen Mlynek, president
of Humboldt University at Berlin, the Economic
and Social Development Research Institute established
China's Research Center for Economic Transition
(CRCET) in 2003. In order to better corporate
with related government institutions and make
development strategies in the process of economic
transitions.
After the center was founded, it entertained
visits of many famous international academic
institutes from both China and abroad. It also
made academic relationships with expert form
many organizations, including: China Information
Times, World Politics and Economy Research Institute
of Chinese Social Science Academy, Chinese Academy
of International Culture, China's Economic System
Reform Research Association, German Research
Center in Peking University, Venture Capital
Research Center in Remin University, China International
Public Relations Association, China Association
for Social, Economic and Cultural Communication,
the Research Institute For Asia and the Pacific

CRCET
traces the trends of global economic transition.
The two characteristics of the current global
economic transition are globalization and the
growth of economic IT. Globalization is the
outcome of global resource reallocation and
marketing, while the growth of economic IT is
responsible for the advancement of information
technology. Studies on globalization and economic
IT benefit economic development. The Center
pays close attention to regional differences
and characteristics among transitional economies.
Its research covers regional economic diversification,
resource sustainability, environmental protection,
and the establishment of legal frameworks necessary
for trade.
Service
Objectives
China's
Research Center for Economic Transition is an
important basis for economic and social development
thinking, its main objectives and duties are
as follows.
(1)CRCET
will concentrate on researching theoretical
and practical problems in the process of economic
transition in China, will participate in major
scientific research programs and will assume
important economic and social tasks in the process
of related government departments' transitions,
and will provide information service for China's
international labor division, will assist the
government and its units to fully implement
WTO rules. This will enlarge international economics
and trade cooperation in China’s developing
economy.

CRCET will assist the government's related academic
institutes to establish academic teams, and
to develop research teams which have both have
theoretical analysis abilities and social experience
together with professors from schools including
Beijing University of Technology and other institutes
and universities. The Center will carry out
building multi-disciplined teams which will
work together to combine research, teaching,
consulting and training. This will further promote
theoretical and practical research for China's
economic transition.

CRCET will prepare economic transition research,
consulting, reports at the international level
to provide units with information, research
and consulting service.
(4)
CRCET will organize training of staff for economic
transition and distribute academic communications.
CRCET will build a world class platform both
at home and abroad in order to serve teachers,
researchers, consultants and trainers. The center
will invite famous scholars to participate in
research programs and to apply for research
funds from organizations both at home and abroad.
Organization
Structure
Under the leadership of
the Beijing Economic and Social Development
Research Institute, CRCET accepts direction
in academic research from renowned academic
institutions. CRCET can establish academic corporation
relationships, apply for funding on a project
basis, and hire part-time researchers independently.
The Center's working languages are Chinese,
English and German. The Center is accountable
to consultant committees and academic committees
who consist of domestic and international scholars
as well as leaders from leading academic institutions.
The Center is chaired by professor Li Jinwen,
academician of China Academy of Social Science,
dean of Economic and Management School of Beijing
University of Technology. The day-to-day work
of the Center is conducted by honorary professor
Huang Haifeng, who is under the supervision
of committees. He is responsible for daily work,
organizing research and arranging international
exchange activities.
After
China entered into WTO as a developing country,it
will fulfill WTO-related duties. By studying
past experiences and lessons from other developing
country and transitional countries, China can
further develop its modern economy. CRCET's
establishment is just fit for this situation;
we believe that it will have a brilliant future
as well as China's economy.
